The Cagayan Valley Regional Development Council (RDC2) conducted its Fourth Quarter Meeting on December 9, 2025 at the Commissary, Cagayan Provincial Capitol, Tuguegarao City.

Following its reorganization early this year, the Council confirmed the officials of the RDC2 Sectoral Committees (SeComs), holding office until CY 2028, namely: Quirino Governor Dakila Carlo E. Cua as Chair and National Commission of Senior Citizens RD Dulceneah Lyra F. Dela Cruz as Co-Chair of the Social Development Committee (SDC); Nueva Vizcaya Governor Jose V. Gambito as Chair and Private Sector Representative (PSR) for Trade, Industry, and Services Mr. Cloyd C. Velasco as Co-Chair of the Economic Development Committee (EDC); Santiago City Mayor Atty. Alyssa Sheena P. Tan as Chair and Department of Public Works and Highways (DPWH) RD Mathias L. Malenab as Co-Chair of the Infrastructure Development Committee (IDC); and Batanes Governor Ronald P. Aguto, Jr. as Chair and Cagayan Valley Information Officers Organization (CVIOO) President Mr. Buddy T. De Jesus as Co-Chair of the Committee on Development Administration and Communication (CODAC). Atty Robin James A. Gunnacao, newly appointed by President Ferdinand R. Marcos, Jr., also took his oath as the new RDC2 Co-Chair for the term 2025-2028.

The Council also confirmed the Geographic PSRs of various provinces, namely: Mr. Ryan Anthony E. Bala of Batanes; Mr. Alfredo R. Paguila of Isabela; Mr. Ronald Allan A. Barnacha of Nueva Vizcaya; and Mr. Filemon V. Ranchez of Quirino.

Other agenda items discussed include: 1) Project for the Enhancement of Flood Control Strategy in Prioritized River Basins, discussed by JICA; 2) Regional Inter-Agency Committee on Filipino Families (RIACFF) Resolution on the Expanded Solo Parents Welfare Act; 3) Resolution on the strict implementation of Republic Act 10152 or the Mandatory Infants and Children Health Immunization Act of 2011; 4) Proposed Anti-Truck Overloading Mobile Enforcement (ATOME) Stations, proposed by the DPWH Regional Office 2; 5) the Updated Cagayan Valley Regional Development Investment Program (CVRDIP) 2023-2028; 6) RDC X Resolution No. 87, s. 2025, on “Requesting the Home Development Mutual Fund (HDMF) to Conduct a Policy Review on Streamlining the PAG-IBIG Death and Related Claims Requirements and its Processes”; 7) the Comparative Study between Conventional and Converted Electric Tricycle (C-Trike), conducted by the Cagayan State University (CSU); DPWH Projects in the Region; and 9) Results of the 2024 Provincial Product Accounts (PPA).

Outstanding Gender and Development (O-GAD) champions and the regional winners of the 2025 Search for Outstanding Volunteers (SOV) also got the chance to be recognized during the meeting.

The meeting was presided over by the new RDC2 Chair, Cagayan Governor Edgar B. Aglipay. DEPDev-DRCAD
