The Impact Evaluation Team presented the result of their study on the JICA-funded Flood Risk Management Project (FRIMP) in Enrile, Cagayan during its Dissemination Forum on 16 September 2026 at the Pulsar Hotel, Alimannao, Peรฑablanca, Cagayan. The forum gathered various Regional Line Agencies, State Colleges and Universities, and Local Government Units (LGU) representatives, to share and discuss the project’s outcomes, lessons learned, and its contribution to enhancing flood risk management and community resilience in Barangay Alibago, Enrile.
Results showed that the FRIMP reduced riverbank erosion and provided evidence of improved household security and resilience against soil erosion and flooding in Barangay Alibago, Enrile, Cagayan. However, the study found weak evidence of increased land values and broader socioeconomic activities.
Nonetheless, the findings show that the FRIMP flood control structure served as effective risk-reduction and resilience investments for the communities. However, the data indicates that complementary interventions are needed to generate broader development impacts.
The forum also highlighted the significance of conducting IE studies for big-ticket development projects in the region to assess their effectiveness, sustainability, and actual outcomes, as well as generate evidence which can be used in decision-making for project planning, implementation, and improvement.
In the afternoon, staff from the DEPDev RO2, LGU Enrile, DPWH RO2, and NIA RO2 participated in the Management Response and Action Plan (MRAP) Session. The MRAP sets commitments of the concerned offices to institutionalize the maintenance and operations of the FRIMP.
The DEPDev RO2 and the Cagayan State University (CSU) jointly conducted the IE study with the latter as institutional partner. DEPDev-MED
